Synthesis

On an economical basis, it is difficult so far to understand the current high level of investment on photovoltaic, overall KWh costs being far higher than any other one’s. This activity develops only because it is highly subsidized. However, the current R&D national budgets are extremely important and should hopefully lead to some breakthroughs in the near future. They may be also so real prospects in regions with no connection to a national electricity network.

  • Japan - the average R&D budget has been higher than100 M€ since 2004.
  • Germany - R&D budget : in 2007 175 M€, in 2010 224 M€.
  • France - to be mentioned : the Solar Nano Crystak project which is involving most of the French companies specialized on Silicium.

A major O3D project : Pilot units in Africa

Scope of the project

This is a rather ambitious project aiming at defining several photovoltaic pilot units for Africa responding to different needs within different environments:

  • Pilot Unit A : limited electricity needs within a village not connected to an electrical network
  • Pilot Unit B: full coverage of electricity needs for a village not connected to an electrical network.
  • Pilot Unit C: limited electricity needs in a city well connected to the electrical network on the basis of better costs and/or environmental concern.

Projects A, B, and C will have different alternatives depending on local conditions: local climate, access to maintenance expertise, spare parts and batteries, access to other electricity supply options.

Immediate application

A project for M’Vouti (A type) has been already identified. The objectives of the project are defined, and a preliminary study giving an order of magnitude cost has been carried out. Financing will be by the local authorities, the French authorities – Oise district – and 5 Rotary clubs. The involvement of O3D is agreed by the Eric Félice, the Project Manager.

Full definition with accurate cost estimate is needed by May 2011. Commissioning by mid 2012.

Overall plan A 3 stage approach

  • Stage 1: on overall general study of the photovoltaic topic is carried out by the project team under the O3D methodology.
  • Stage 2: Based on the findings of stage 1, the M’Vouti project is finalized.
  • Stage 3: Other pilot units for Africa – B and C types are defined.


Le projet M'Vouti en République démocratique du Congo

TO BE TRANSLATED

Sous le management du Lycée Amyot d'Inville de Senlis, un projet est en cours d'élaboration pour l'équipement en photovoltaïque d'un lycée en construction à M'Vouti, en République démocratique du Congo.

Ce projet est soutenu par la sous-préfecture de Senlis, la sous-préfecture de M'Vouti, par l'Ademe Picardie, et par le Rotary de Senlis faisant appel à d'autres clubs Rotary dont celui de Pointe-Noire (République démocratique du Congo) et aux fonds du Rotary International.

Le groupe de travail a décidé de donner tout son support à ce projet qui s'intègre naturellement dans l'objectif de définition de projets photovoltaïques pilotes pour l'Afrique.
